While Hale is part of the reasons that triggered witchcraft hysteria in Salem, he did not intend to do so therefore felt immense guilt as time passed. He made Tituba confess about her witchcraft, calming her by saying God will forgive anyone that confesses. Even in the court Hale played an active role, being the only one that thought the girls were going nuts on power. Later in the story Hale decides to leave the court because he knew things were getting out of hand and it was not right until later that he comes back and tries to help innocent people to get out of the false accuse by falsely confessing, but it does not succeed because of the pride of many and the stubborness of Danforth.
